 RAPID Healthcare History:

The healthcare division of ECC Technologies, Inc. formed over fifteen years ago when Rochester Regional Health, formerly Via Health System and UR Medicine, formerly Strong Memorial Hospital were looking for a CMS connectivity solution.  Because of an existing relationship between ECC Technologies and the Monroe County Medical Society, these hospitals trusted our organization to deliver reliable, cost-effective connectivity to Medicare.  A few months later, we began outreach to surrounding hospitals in New York State to offer the same solution. Within a couple years, ECC Technologies was connecting hospitals across the country to CMS and it made sense to become a certified Network Service Vendor (NSV).  This is how RAPID Healthcare Solutions came to be.

At RAPID Healthcare Solutions and ECC Technologies, customer service is paramount.  Jen Starks started the healthcare division of ECC Technologies to provide affordable solutions for healthcare providers locally and nationally.  In Jen’s view, healthcare is an industry where you can make a difference. Jen Starks


Jen manages operations and development of ECC’s RAPID Healthcare, a national healthcare network that currently maintains secure links between hospitals in several states, and provides a cost effective, secure foundation for individual providers for information between hospitals and insurers in the Rochester community and nationwide. She is also an officer of ECC Technologies. Her responsibilities include corporate operations and overall financial management of ECC, as well as overseeing project efficiency and budget tracking.


Jessica Hasler

Director of Business Development

Jessica has worked in the healthcare industry for 15 years both locally and nationally.  She specializes in the development and implementation of strategic initiatives, consensus building, and collaborative decision-making. Much of Jessica’s project and consulting experience is with systems analysis and integration, process re-engineering, and change management leadership. Jessica is passionate about innovation, customer service and professional development.  When she’s not busy with the RAPID team she enjoys spending time outdoors and serves as the Vice President of the Board of Directors for the Genesee Valley Council on the Arts.

April Bush

Customer Success Manager

April specializes in business to business relationships with a focus on identifying and meeting the unique needs of the individual and the organization.  Before joining RAPID, April worked with one of the largest medical centers in Upstate NY where she gained experience in healthcare administration and billing with a concentration on cost and time saving solutions.   She has experience in payer-provider relationship building and process improvement.  When April isn’t working with RAPID Healthcare Solutions’ strategic accounts, she enjoys family time with her husband, 3 daughters and their dog Max.  The family also makes time to enjoy dance, theater and sports together.

Tony Ferrari

Customer Account Manager

Tony has been in the business of providing customers with top-notch service and support for 15 years.  With six years of direct technology-based service and support Tony enjoys helping RAPID Healthcare Solutions’ customers with system configuration, customization and troubleshooting.  Tony also has three years of experience with success coaching – supporting professionals with valuable personal development services like time management, organization and process improvement.  In his “free time” Tony runs a non-profit dog rescue organization and enjoys spending time with his wife and son.

Julia Morrison

Customer Account Manager

Julia is the newest member of the RAPID Healthcare Solutions Account Management team.  Originally from Croton-on-Hudson, Julia re-located to Rochester, NY after college to continue to gain customer service, sales and communications experience.  Julia is a contributor to the RAPID Healthcare Solutions digital and print marketing content and balances her account management responsibilities with creative projects at RAPID.  In her free time she enjoys writing, going running and spending time with her dog Moose when she visits her family in Westchester County.

Celeste Baker

Network Administrator

Celeste moved to Rochester, NY in 2015 from Greenville, SC with over 10 years of network experience, Celeste has held the responsibility of maintaining LAN/WAN infrastructures for project-based environments that support switches and routers. Her concentration is on network assessments, implementations and pre-migration design for various IP networks. Over the years her responsibilities included support services for Windows client/server administration, AD policy and permissions, Cisco Unified Communications, software product evaluations, and quality testing. Other services include VPN installations and support, desktop hardware and software support. Celeste is a graduate of DeVry University with a degree in Technology Management with a concentration in Network Communications. In her spare time, Celeste enjoys outdoor walking and volunteering at food and toy drives in the Rochester area during the holiday season.
